How to secure the benefit now

  • Now collect the documents proving the costs of your studies. Do not just think about books, etc. These include, for example, large items such as rent for a student room as a second home at the study location if you do not live at home.
  • Make an annual tax return. This usually results in a significant loss. For the maintenance paid by the parents does not have to be offset against the tax as income. Even a € 450 mini-job, as many students have, does not affect the tax return as a taxable income, because all taxes and duties are already paid flat-rate with mini jobs.

Throughout 2015, the Ministry of Industry, Energy and Tourism plans to invest 215 million euros in financing instruments and aid programs for the Information and Communication Technologies (ICT) sector and the Digital Contents.

Today a set of integrated actions has been presented in the Digital Agenda for Spain that incorporate an important work of rationalization of public instruments. These actions aim to improve the impact on the sector, increase the efficiency of public funds, adapting them to the needs of each company according to their maturity and development phase, and optimize the control of technical and financial risks.

These actions constitute the first phase of an initiative aimed at increasing coordination between public and private organizations; especially with the Ministry of Economy and Competitiveness, through the Collaboration Framework Agreement on R + D + I for the ICT sector signed in October 2014.

The new strategy orders and reconfigures actions such as the 1/2015 call for aid for R & D, the ENISA Digital Agenda 2015 and the programs of the public entity to avoid inefficiencies and optimize their impact.

Call for aid for R & D: grants and loans
The 1/2015 call for aid to R & D projects in the ICT sector and the Digital Contents, endowed with a budget of 200 million euros co-financed with FEDER funds, is also integrated into this strategy.

The aid is intended to encourage the implementation of individual R & D projects through two different subprograms:

  1. Subprograma Impulso Tecnológico. It has 140 million euros and is aimed at promoting national and international projects, with a minimum budget of 200,000 euros and up to 2 million euros, based on technologies with a low level of maturity and high potential for transformation of the ICT sector.
  2. Subprogram Great Projects. It has 60 million euros and is focused on projects, with a minimum subcontracting of 25% and a budget of more than 2 million euros and up to 10 million euros, with great technological value and high potential for traction and socioeconomic impact.

This call will promote R & D in the key enabling technologies for the digitalization of the Spanish industrial sector (Industry 4.0), the development of Smart Cities and the future deployment of the 5G and Internet of Things that are priority strategies of this department ministerial.

ENISA Digital Agenda 2015: financing innovation

One of the novelties presented today by the Secretary of State for Telecommunications and for the Information Society is the ENISA Digital Agenda 2015 line, aimed at the digital content sector (audiovisual products, music, digital publications, video games, mobile applications …), the infomediary sector and the industries of the future.

This initiative, endowed with a budget of 15 million euros, is aimed at promoting innovative proposals led by young or newly created companies, facilitating their financing through participatory loans under advantageous conditions and without guarantees.

New Policy and Aid Management System

The last of the main novelties of 2015 is the adoption of a new ICT Aid Management Policy that will be the strategic, procedural and governance reference of the SETSI public support management processes.

The new Aid Management System, the result of a process of public reengineering, provides new instruments for the execution of aid programs.

Among the new instruments, it is worth mentioning the incorporation of the National Agency for Evaluation and Prospective (ANEP) in the evaluation of the technological innovation of the projects, the adoption of credit rating procedures for the applicants to evaluate their financial solvency and determine the guarantees and, not less important, the reinforcement of the follow-up of the projects with new control and technical audit schemes that will make it possible to verify the investments made by the beneficiaries with greater rigor and efficiency.

The Loan with Delegation: what does it foresee

A loan with Delegation: who can request it?

As already mentioned, this type of loan is subject to discretion by the employer, this means that it does not represent a legislated right of the worker as the assignment of the fifth.

The subjects that can access it are:

Government employees – upon the signing of an annual agreement between the Finance Company and the Administration, almost all of them accept the payment delegation requests;
Public employees – access to the loan by proxy must be accepted by the body for which the service is provided, but also, in this case, every year general agreements are stipulated between the parties (Istituto Finanziario – Administration of belonging), to regulate the ‘access;
Private employees – the double deduction must be allowed and always granted by the employer’s free decision and by the risk and assumption criteria that the financial intermediary allows; moreover, these are necessary requisites, a good coefficient of an insurance risk for the Company, a good length of service and the accumulated severance pay.
